Phillip has worked at the Kirby Institute, Faculty of Medicine, UNSW Sydney since 2013 and is currently a senior research fellow. The focus of his research has been on the use of population-level data to improve monitoring and evaluating the implementation of the NSW Government's HIV Strategies, and their impact on HIV prevention among gay and bisexual men. His research has also focussed on HIV pre-exposure prophylaxis (PrEP), direct measurement of the prevalence of undiagnosed HIV infection, barriers to HIV testing, late HIV diagnosis, and the impact of rapid HIV testing on testing uptake and frequency among gay and bisexual men. He has worked in HIV prevention for over thirty years in health promotion, capacity development, policy analysis, management of HIV prevention programs, and research. He is currently the Coordinator of a NSW HIV Prevention Research Implementation Science Monitoring (PRISM) Partnership. The PRISM Partnership brings together the leading organisations involved in HIV prevention and research in NSW undertake monitoring and evaluation of the NSW Government's HIV Strategies and co-develop and evaluate HIV prevention interventions to address disparities in HIV prevention in NSW.
